THEORY ANSWERS

(1)

(i)Population: The most obvious essential feature of a state is its people. “States where the population shares a general political and social consensus (an agreement) about basic beliefs, have the most stable governments.”

(ii)Territory: A state or country or city has certain boundaries. Conflicts can arise between states and countries over where borders should be placed. Boundaries can also be changed due to war, purchase or territory, or negotiations between governments.

(iii)Sovereignty: “The key characteristic of a state. Political sovereignty means the state has absolute supreme authority within the boundary of its territory. It can make laws, shape foreign policy, and make its own actions without the approval of a higher authority.

(iv)Government: A government “is the institution through which the state maintains social order, provides public services, and enforces decisions that are binding on its citizens.”

(v)Permanence: A state must be relatively permanent, unlike the government which changes from time to time. This permanence makes it possible for a state to develop as it should.

(i)Health care; They are in charge of the creation of hospitals where people can receive the medical care they require. In other words this ministry are supposed to provide the population with free or cheap medical services of the highest available quality.

(ii)Education; provide each citizen of Nigeria with a high-quality education that’s either free or cheap enough to be affordable for everyone. The problem of illiteracy in rural regions of the country is still acute for Nigeria, especially now when the population is growing at a cosmic speed. 

(iii)Agricultural development; Nigeria is a country with plenty of resources that need proper handling. Today, Nigeria is the seventh country in the world by the number of people who live there. The population is supposed to grow further in the nearest future. All this leads to the provision insufficiency. In other words agricultural sector in the Nigerian economics needs development and forced growth

(iv)policy and legislation; It helps prepare and draft new legislation. In other words it helps the   Government to run the country according to the legislation passed by the Oireachtas.

Public opinion consists of the desires, wants and thinking of the majority of the people. It is the collective opinion of the people of a society or state on an issue or problem. This concept came about through the process of urbanization and other political and social forces.

views of the people at a given time and on a particular

issue/matter.

= *Mass Media:* Public opinion can be formed through information provided by the media.

= *Trade Unions:* The trade unions that people belong to serve as the source of information which eventually help them in building public opinion. 

= *Political parties:* Parties serve as an aggregating factor for people’s opinion.

= *Pressure/Interest groups:* They give information to their members and this helps them to form opinion.
